Nigerian Waterways (NIWA)
Transportation Minister commends NIWA MD, commissi Transportation Minister commends NIWA MD, commissions Patrol Boats:

The Minister of Transportation, Mu’azu Jaji Sambo, on Friday, visited the National Inland Waterways Authority’s Area Office in Port Harcourt where he commissioned three patrol boats and 32- seater ferry boat to enhance operational efficiency as well as encourage water transportation in the Eastern Zone.

The Minister who is a former General Manager of the agency commended the Managing Director of NIWA, Dr. George Moghalu, for the giant strides attained, saying: “Seriously, MD, l am happy I came here today. If didn’t come, I would not have known the strides you have achieved. Without doubts, I think you have made the greatest impacts of all the Managing Directors that have served the Authority”. Your tenure has moved the Authority from level 5 to Level 9″.

He described inland waterways transportation as the cheapest and safest means of moving goods and persons and key to development of any country, especially that endowed with water.

Furthermore, the Minister observed that Nigeria is blessed in that regard as 28 States of the Federation can be accessed by water, hence the need to develop the sector.

While promising to provide support in any capacity, he called on the MD of NIWA to quickly operationalize the Marina Area Office in Lagos which has been identified as a hub for trans- shipping cargoes from Lagos through the Intercoastal routes like Warri and Onitsha.
7 Years Imprisonment For Watercraft Operators and 7 Years Imprisonment For Watercraft Operators and Passengers who fail to use Life-Jackets and are non-compliant to Waterways Regulations:

As part of efforts to curb the menace of boat accidents and consequent loss of lives, the National Inland Waterways Authority (NIWA), on Monday, visited some riverine communities, sensitising them on the newly gazetted Transport Code of the Federal Government, and its implication for errant jetty owners, boat operators as well as boat passengers.

The Lagos Area Manager of NIWA, Engr Sarat Braimah, who led the visit, revealed that the new legislation is part of the government’s effort to curb the incessant loss of lives occasioned by non-compliance with waterways regulation.

According to the NIWA Lagos Area Manager, “The Ministry of Justice has just gazetted a new waterway regulation which stipulates 7 years imprisonment for community leaders who operate jetties at night as well as private operators where boats are overloaded once it’s after 7 pm. The same penalty goes for operators and passengers who fail to use life-jackets and are non-compliant to waterways regulation.”

During the tour, Engr Sarat Braimah directed the seizure of substandard life jackets found at a retail store in the Sagbo-Koji community, one of the communities visited during the tour.

While donating authentic life jackets to the communities, the NIWA boss also seized the opportunity to differentiate between fake or sub-standard life jackets and standard ones.

Speaking at Sagbo-Koji, one of the riverine communities visited, Braimah said: “We are here to rub minds with your community in order to curb boat accidents and incessant loss of lives. You can tell us where the government has lapses so we can improve, while we work together to remove the human problems. Most boat accidents are result of human elements which is non-compliance to regulations.
The Managing Director, National Inland Waterways A The Managing Director, National Inland Waterways Authority (NIWA), Dr. George Moghalu, has emerged as the winner of the BusinessDay Excellence in Public Service Award 2021.
Moghalu, while receiving the award in Abuja, expressed his commitment to improve on his pace and achieve more results.

“I am happy that I was recognized for my service.

” When you are recognized by people who are watching you unconsciously and all of a sudden they write to inform you they have been following your activities and they want to recognize you, naturally the reaction is to feel happy, that is the truth, I feel happy about it.

” Yes, for any recognition like this it brings about more work, what they have done is to encourage me to keep working at my pace.

” The award will encourage me to improve on my pace to achieve more results.

”And so I see it as a driving force; somebody telling you, you are doing well, continue, that is exactly what it is,” Moghalu said.

Federal Government Concessions Onitsha River Port: Federal Government Concessions Onitsha River Port:

The federal government has concessioned the Onitsha River Port in Anambra State for N4 billion under a public private partnership (PPP) arrangement.

The deal will also see the FG earn N23 billion in the 30 years period of the concession.

The facility, which has been under concession discussion for over five years, was eventually concessioned to Universal Elysium Consortium, which emerged as the preferred concessionaire through an open bid process.

Universal Elysium Consortium comprises Universal Elysium Limited (Lead Investor), China National Electrical Engineering Limited (EPC Contractor), Port of ANTWERP (Technical Partner) and China Harbor Engineering Company (Nig.) Ltd (Technical Partner).

The Infrastructure Concession Regulatory Commission (ICRC) midwifed the concession process.

Speaking at the concession signing agreement after the end of the commercial bid, the Minister of State for Transportation, Sen. Gbemisola Saraki said the Onitsha River Port concession will be the catalyst for the rest of the River ports to be concessioned.

She said the concession when fully optimised will attract economic benefits and create employment, which is critical to our economy adding that it will also help with the issue of insecurity in the country.

She noted that moving cargo by the river will reduce the pressures on our roads and the risks of tankers and trailers on the roads will reduce.

The National Inland Waterways Authority (NIWA) Managing Director/CEO, Dr. George Moghalu said the concession was a tasking process and several government agencies were involved in the process including the World Bank.

He said the river channels will continue to be maintained to ensure cargoes are able to be shipped to the river ports.

Dr. George Nwangwu, the MD/CEO of Universal Elysium Consortium Ltd said his company is willing to invest to rehabilitate the port and make sure it runs profitably.
